As you have learned, this course employs a targeted approach to measuring your mastery of the course competencies. One of your competency projects for this course is the creation of a policy matrix. This project represents an authentic demonstration of competency because you will be contrasting the ideal policy development process with an actual policy development in a local, state, or federal government. The final product will be submitted in Module Four.
This competency project will assist you in advancing your critical thinking abilities in the evaluation of the public policy development process. As you compare and contrast different policy development processes, you will gain insights and skills needed to provide significant value as a public policy professional.
In this assignment, you will demonstrate your mastery of the following course competency:  Examine the public policy development process
For this project, you will be contrasting the ideal policy development process with an actual policy development in a local, state, or federal government. You will use the same policy you chose in Module One to complete the graphic organizer assignment, which is also the policy you focused on for the Module Two annotated bibliography assignment. Both of these previous assignments will help you complete this competency project. For this assignment, you will use a matrix graphic organizer to focus on missing and present elements in the chosen policy, the importance of evidence-based management, and the stakeholders involved.
Specifically, you must address the critical elements listed below.
I. Stakeholders: For each stage, identify the stakeholders involved in the public policy development process. If there are no stakeholders involved in a particular stage, state that.
II. Evidence-Based Management: For each stage, analyze the extent to which evidence was presented or applied by policy advocates and/or other stakeholders during the given stage.
III. Assessment of Stages: Rate how present each stage is in the chosen case on a scale from 0-4, with 0 being not present and 4 representing the ideal process.
IV. Justification: Defend your assessment and ranking for each stage. Provide specific examples illustrating the extent to which the stage was present and appropriately executed in the case. Be sure to define what the ideal process entails as a part of your defense.
V. Recommendations: If the stage is present, provide recommendations on how to enhance that stage. If the stage is missing, provide recommendations on how it should have been incorporated in the selected case.
I. Citations: Cite any resources (including your textbook) that support your assessment of the given stage in APA style. You should have a minimum of one citation per stage.
