Purpose:
Within the evaluation field, evaluators often bid on projects or jobs. The final paper and presentation or “pitch” are opportunities for student teams to present how they would proposal to evaluation a program or evaluand of their choosing. The pitch should be constructed as though it is being delivered to the board of decision makers (whomever would hire an evaluator) for the students’ evaluand.
Instructions:
Students are encouraged to be creative in constructing a 10-15 minute “pitch” that covers their proposed evaluation. All components listed in the evaluation proposal (EXCEPT for the Logic
Model) should be included in the pitch, with the same associated point values. The same point values for the written proposal will
apply for the presentation.. points for each section will be allocated based on the presentation independent of the written proposal.

address the core management issues for eGovernment. Students will reflect on their professional
experience with public sector organizations and discuss the various issues of e-government systems. In
this individual project, the students will have the opportunity to practice valuable e-governance

Content and Structure
Compare and contrast the hard and the hybrid/socio-technical approaches for developing eGovernment
systems. Consider what the implications of the following approaches are:
(a) on the process (assess, analyze, design, construct and implement) of introducing e-government
systems, and
(b) on the skill requirements of systems developers.
Discuss which one of these approaches for the public sector you would follow and explain why. Compare

I find both the empowerment evaluation model and utilization focused model to be very realistic models when formulating and utilizing evaluation design and implementation.
The empowerment evaluation model is used to improve the program’s success to ensure that all of those who are included in the program come out of it successful and feeling accomplished. This method can improve people’s self-worth through the program and increase the likelihood of program success. One con to this method may be the difficulty in finding “coaches” who are willing to take the role as an empowerment “coach” to assist in the evaluation. If the job is not done correctly and people are not correctly motivated through the evaluation, there is a great chance of program failure.
The utilization focused model is used to ensure the effectiveness and utility for the actual usage of the program being implemented. People using this method of evaluation are cost-effective and more conscious of the worth of the program in the long run. The focus is on how well the program can work and how effective the program will continue to be. One con to this method is that the evaluation may lose its focus and the evaluation may lose its high-quality standards. Once the integrity of the high-utilization effectiveness is gone, the evaluation may be deemed ineffective and a lost cause.
Regardless of any cons, I believe that both methods present great promise for any organization if used correctly and both are very realistic options.

STUDENT POST:
The additional chapter I read from the Evaluator Roots book was chapter 26 Getting People Involved: The Origin of Interactive Evaluation Practice by Jean A. King.
King discussed the importance of IEP. Chapter 26 describes Interactive evaluation practice (IEP) and its potential for anchoring thinking on the fundamental nature of interaction in evaluation research, as well as the role of facilitation in this process. The chapter begins by establishing essential words and elaborating on IEP as an evaluator orientation for anchoring and directing decisions, behaviors, and reflections—all of which are leveraged toward performing relevant investigations.
Although there are several resources available on program evaluation methodologies and approaches, J. King focuses on one evaluation practice that is frequently identified as a crucial ability for program evaluators but is underrepresented in the evaluation literature – interpersonal practice. Interpersonal skills include communication, listening, dispute resolution, teamwork, negotiation, and diversity. King mentioned that a relationship exists between the evaluator and the client, the program staff, and other evaluation stakeholders. The author adopted the term “Interactive” to underline the bidirectional effect that occurs between the evaluator and other persons participating in the evaluation process. King also mentioned the evaluation decision-making, and implementation relationship may shift during the study.
The chapter gives a slew of tactics effective for enabling interaction among stakeholders in order to achieve certain goals, and it closes by demonstrating how evaluators may successfully enable these strategies in practice.

King’s Principles on Participatory Evaluation:
1. (IEP) Involving people effectively in evaluation is essential to the success of all evaluation. Participants OWN the evaluation. Everyone is an evaluator.
2. Learning through evaluation: Participation in evaluations can and should be a learning experience. Everyone who takes part in the process learn evaluation logic and skills as part of the process, including the evaluator.
3. Building people’s capacity to think evaluatively through meaningful engagement in evaluation planning, acting, and reflecting. King mentioned that evaluators must have excellent interpersonal skills.
4. Commitments to fostering and facilitating use: the evaluator should accept responsibility for facilitating use. There is no guarantee that an evaluator can ensure use in every case. King believes that free-range evaluation is the highest form of evaluation. By free-range, she meant an evaluation that lives independently in an organization.
The aforementioned 4 principles form the basis both for King’s work as an evaluator and for her evaluation theory. These principles can be traced to her upbringing, to her experiences in conducting evaluations, and to her hope that she will make a difference in this world. King understands that an evaluator cannot make anyone (except himself or herself) do anything with the results of an evaluation. An evaluator’s job is to encourage and set up situations where people will interact with evaluations in helpful ways.
